I came across the following in newspaper

LOCKDOWN HAS LIFTED

Is it correct form of English?

I think it should be

Lockdown has been lifted

Or simply

Lockdown lifted

Almost everyone confirmed that my view is correct

My concern is why a newspaper with a tradition of more than a century should commit such mistakes.

It is not an isolated case. . I come across many such mistakes
