A doubt a small doubt pestering me for some time :

My friend asks me over phone:

“Is it raining there?”

I reply

“No it is not “

Because there is no rain

Suppose the question is

“Is it not raining there?”

What should be reply when there is no rain?

“No it is not “

Or

“Yes it is not “

Doubt is due to negative question - is it not?

Please clarify

No it is not raining is correct

Yes It is not raining at present

It is not - - correct

Two negatives make one positive.

I go by majority decision (We are supposed to live in a Democratic Country)
